On old pirates vs. new

This is a pretty clever image, who the hell drew it though? and why is it not more well known around ECU? Its the old version of the pirate compared to the new one.
I haven't heard much about the pirate situation in Somalia, I'm assuming that means its dying down but at the same time the medias interest in the story might have just faded.

I hated the new pirate cartoonish mascot ECU had, Its a little harder to find the pic than I thought. but Trying to find an image of it I stumbled across this....
